Buy good quality materials which you can afford. Cutting down on the cost is always a bright idea but when you cut down on the cost do not cut down on the quality as the result will be disgusting. The quality of paper you shall use will have a great effect over the final look of your painting. Don't use cheap quality papers. You can use rag content papers as far as you require it for practising.
